Rajasthan Launches 2.45 GW Solar-Plus-1.6 GW/6,400 MWh ESS Tender

The state has opened bidding for a plug-and-play solar park in Bikaner with 6,400 MWh of batteries

The Rajasthan Solarpark Development Company Limited (RSDCL) has invited solar project developers to bid for 2.45 GW of solar PV capacity with 1.6 GW/6,400 MWh of battery energy storage systems (BESS), for Bikaner’s Pugal Solar Park.  

Touted to be the ‘largest’ solar-plus-storage facility in India and among the largest globally, the Pugal Solar Park is aimed at enabling firm, reliable, and round-the-clock (RTC) renewable energy supply that can also support grid resilience. The plug-and-play park is to come up on 4,780 ha of dispute-free government land.  

The total capacity sought is divided into 2 lots. Under Lot 1, it seeks 2 GW solar with 1.32 GW/5,280 MWh BESS, distributed on 8 plots of 250 MW each. Minimum bid capacity will be 250 MW each, in increments of 250 MW. Each bidder will indicate a preference for all 8 plots.    

The remaining 450 MW solar and 280 MW/1,120 MWh BESS will form Lot 2 with 2 plots, comprising a minimum bid capacity of 225 MW. Interested bidders will indicate their preference for both plots. 

The tendered capacity needs to be developed on a build-own-operate (BOO) basis, with a 4-hour ESS discharge duration with one cycle/day to be added mandatorily. Selected developers will ensure that the BESS is available for at least 95% of the BESS capacity on a monthly basis. Rajasthan Urja Vikas and IT Services Limited (RUVITL) will inform the BESS discharge duration with a total of 16 Blocks during which it intends to draw the energy from the BESS on a daily basis. 

Solar modules and cells to be used for this capacity will need to be listed under the Approved List of Models and Manufacturers (ALMM) List-I and List-II, respectively. 

Winning bidders will be required to connect this capacity to the state transmission utility (STU).

Power generated will be procured by RUVITL under a 25-year power purchase agreement (PPA) on behalf of the following discoms, namely Jaipur Vidyut Vitran Nigam Limited (JVVNL), Ajmer Vidyut Vitran Nigam Limited (AVVNL), and Jodhpur Vidyut Vitran Nigam Limited (JDVVNL).  

RSDCL is a special purpose vehicle (SPV) incorporated as a wholly-owned subsidiary of Rajasthan Renewable Energy Corporation Ltd (RRECL) to develop the infrastructure and management of solar parks in the state. It is in charge of developing the Pugal Solar Park. 

It issued the call on January 9, 2026, and will accept bids till March 9, 2026.  

Earlier in September 2025, Rajasthan Rajya Vidyut Utpadan Nigam Limited (RVUNL) sought consultants to prepare feasibility and detailed project reports (DPRs) for 31.6 GW solar park capacity development in Rajasthan (see Rajasthan’s RVUNL Seeks Consultancy Bids For 31.6 GW Solar PV).  

In the recent 2 GW solar PV project auction with 1 GW/4,000 MWh ESS capacity under the inter-state transmission system (ISTS)-connected tranche XX, Solar Energy Corporation of India Limited (SECI) selected bidders with INR 2.86/kWh and INR 2.87/kWh as the winning bids. The list is available on SECI’s website.  

According to Mercom India Research, 4 companies won SECI’s 1.2 GW ISTS-connected solar PV projects integrated with 600 MW/3,600 MWh ESS under tranche XXI with bids of INR 3.12/kWh and INR 3.13/kWh.
