

Indonesia’s President Prabowo Subianto launched 14 solar PV projects across six provinces as part of its 100 GW program
In the initial phase, the plan is to realize 17 GW of solar PV, supported by about 33 GW of BESS
The government expects the program to cost $73 billion and create over 5 million jobs
Indonesia has officially launched its planned 100 GW solar power plants program (PLTS), starting with 14 solar PV projects totaling 5.3 GW under Phase I. President Prabowo Subianto launched the projects on August 25 across six provinces.
The 14 solar power plants are spread across six provinces, namely West Java, Central Java, Bali, Bangka Belitung Islands, and Riau Islands, as part of the program.
Some of the projects include the 300 MW Gilimanuk Solar Power Plant, the 134 MW Gajah Mungkur Floating Solar Project, the 920 MW Sembur Village Solar Power Plant, and the 780 kW Pulau Rengit Solar Project.
The Ministry of Energy and Mineral Resources (ESDM) earlier shared that it plans to begin with 17 GW of solar PV capacity in the initial phase, supported by approximately 33 GW of battery energy storage system (BESS) facilities.
Mandated by the Indonesian President Prabowo Subianto, Indonesia plans to install 100 GW of solar PV capacity by 2029 as part of its strategy to reduce dependence on fossil fuels and strengthen clean energy supply. It will be installed as 20 GW of centralized capacity, with the remaining 80 GW, along with 320 GWh of battery energy storage system (BESS), distributed across 80,000 villages (see Indonesia Announces 100 GW Solar Power Capacity Plan).
The government plans to accelerate the program by streamlining regulations and securing land for project development. An inter-ministerial effort has identified nearly 24,000 hectares of land on Java Island that could potentially be used for solar projects.
The 100 GW plan will cost approximately $73 billion or IDR 1,140 trillion in local currency, according to official estimates, as the country will save up to 6 million kiloliters of diesel annually. The Institute for Essential Services Reform (IESR) had earlier projected that the country needs $78 billion to support the 100 GW target by 2030 (see Indonesia Needs $78 Billion Until 2030 For 100 GW Solar Push).
Indonesia’s Minister of Energy and Mineral Resources Bahlil Lahadalia expects the program to generate annual subsidy savings of IDR 73.9 trillion and create close to 5.52 million jobs.
“Furthermore, Indonesia already has a domestic solar panel and battery storage (BESS) industry, so with the 100 GWp solar power plant, we will truly be standing on our own two feet,” stated Lahadalia.
In March 2026, Indonesia’s sovereign wealth fund Danantara Indonesia secured $1.4 billion to build a solar PV manufacturing facility with up to 50 GW annual capacity to support the government’s solar deployment plans. While welcoming the launch of the program, IESR said achieving the 100 GW target in less than four years is highly ambitious. It requires a strong and consistent national implementation architecture backed by regulatory certainty. It recommends six measures to help achieve the target:
Set a clear legal framework: Finalize a presidential regulation covering targets, responsibilities, financing, procurement, and accountability. It also calls for aligning national and PLN energy plans and designating the program as a National Strategic Project.
Create an annual project pipeline: Publish project locations, capacities, procurement timelines, and grid and battery energy storage requirements through 2029 to provide greater certainty for investors.
Speed up procurement: Use competitive, transparent, and bankable tenders to secure competitive electricity prices and attract private investment.
Prepare the power grid: Expand and strengthen transmission and distribution networks, digitalize the grid, add battery storage and increase system flexibility. IESR also recommended removing rooftop solar quotas.
Build a domestic supply chain: Introduce realistic local-content policies that support domestic manufacturing without increasing costs or slowing solar deployment.
Broaden project participation: Allow local governments, cooperatives, communities, businesses, rooftop solar developers, and independent power producers (IPPs) to contribute to the program rather than relying mainly on PLN projects.
IESR CEO Fabby Tumiwa stressed, “The success of the 100 GW Solar PV Program should not be measured by how many projects break ground, but by how many gigawatts of solar PV can be built, connected to the grid, and reliably generate electricity before 2029. The biggest challenge now is to translate the President’s political commitment into an implementation engine capable of delivering tens of gigawatts of solar PV every year.”
Nevertheless, President Subianto is confident of achieving the target, saying, “We will build the 100 GWp of solar power capacity. We are very serious about this, and our target is to achieve 100 GWp within three years.”
