MITECO has announced a new competitive funding program to support domestic clean energy manufacturing in Spain
Solar PV, batteries, grids, wind, hydrogen, and heat pumps are some of the targeted technologies
The program follows €458 million in support for 73 projects under two RENOVAL rounds
Spain’s Ministry for the Ecological Transition and the Demographic Challenge (MITECO) is seeking public consultation on a new funding program to expand domestic manufacturing of renewable energy equipment and components.
The initiative will support domestic manufacturing of components related to solar PV, batteries, electricity grids, wind power, renewable hydrogen, and heat pumps, among others, as the government seeks to strengthen the industrial base supporting the energy transition.
It will support projects aimed at expanding Spain's capacity to manufacture equipment, components, and process essential raw materials for a net-zero emissions economy, the ministry said.
The program will extend the Spanish government's RENOVAL program, which funds clean-technology manufacturing projects. Under RENOVAL 1, it awarded €296 million to 33 projects, including seven for solar PV and four battery production facilities, including SUNWAFE’s silicon ingots and wafers project. It further awarded €162 million to 40 projects under RENOVAL 2. MITECO said the earlier programs helped strengthen Spain's clean technology manufacturing base. Spain can currently produce more than 60% of the components used across the solar PV value chain and nearly 100% of those required for wind turbines. The country is also an exporter of clean technologies, according to the ministry.
However, MITECO noted that Spain and Europe remain highly dependent on third-party markets for certain components and parts of the clean energy supply chain. The new program is therefore intended to support additional industrial capabilities alongside renewable energy deployment.
MITECO adds that the new funding program is intended to improve the country’s industrial competitiveness while strengthening energy security and supporting industrial decarbonization. These objectives are aligned with the European Commission's Clean Industrial Deal and the EU regulation establishing the Strategic Technologies for Europe Platform (STEP).
The new funding program will be financed through the European Regional Development Fund (ERDF) 2021-2027. It will be managed by the Institute for Energy Diversification and Saving (IDAE), which operates under MITECO. Funding will be awarded through a competitive process.
Launched on September 7, 2026, the consultation on the proposed rules will remain open until September 25, 2026.
