Operating under the Government of India and state governments of Jharkhand and West Bengal, Damodar Valley Corporation (DVC) has invited bids to establish a 319.2 MW DC/228 MW AC floating solar power plant on the Konar Dam Reservoir in Jharkhand. 

Technical specifications require the project to use solar PV modules with a minimum rated power output of 580 W or higher, and a minimum fill factor of 0.80. Monocrystalline/mono PERC/TOPCon are the eligible cell technologies with at least 20% module efficiency. Modules used will need to be PID resistant.  

The front glass should have a minimum thickness of 3.2 mm, and the glass should have a transmittance of above 90% with bending less than 0.3%.

It seeks bids from interested EPC contractors for this grid-tied floating PV project. The broad scope of work will range from design, engineering, supply, construction, erection, testing and commissioning. Comprehensive operation and maintenance services for a period of 10 years post-commissioning are also part of the job. 

Winning contractors will have 547 days or 18 months to complete and commission the project. 

DVC launched the tender on July 9, 2025, and will accept bids till August 19, 2025. 

Modeled after the Tennessee Valley Authority (TVA) of the US, DVC was set up as the 1st multipurpose river valley project of independent India to control the flow of the Damodar River with dams and storage reservoirs. 

Back in December 2024, DVC launched a competitive solicitation process for a 234 MW AC floating solar project on its Maithon Dam Reservoir in Jharkhand’s Maithon region (see Indian Utility Opens Tender For 234 MW AC Floating Solar PV).
