State agencies in India have issued 2 solar tenders, with Deendayal Port Authority (DPA) inviting bids for a 1 GW coastal project and Punjab’s Punjab Energy Development Authority (PEDA) seeking proposals for 40 MW of canal-top projects, aiming to expand renewable power generation across diverse sites. 

DPA operates a major port on the west coast of India in the Gulf of Kutch. It is the largest port of India by the volume of cargo handled, according to its website.

It has invited bids to procure power on a long-term basis from a 1 GW solar power plant in the coastal land parcel between Chirai and Jangi. The land parcel is intertidal, marshy, and is partially within the Coastal Regulation Zone (CRZ). It will require filling and development, since the land has little soil-bearing capacity. 

The selected bidder will be responsible for obtaining all necessary clearances, consents, and permits for the project.  

DPA plans to secure a long-term power supply for at least 25 years, according to the tender documents, for a maximum of 1,750 million units/annum of power. The power supply should commence within 10 months from the date of signing the power purchase agreement (PPA).

The tender was launched on September 11, 2025. The last date to submit bids is October 17, 2025. Details are available on DPA’s website for tender no. EL/WK/2888. 

In another tender news from India, PEDA has called for expressions of interest (EOI) to set up 40 MW capacity as canal-top solar PV (CT-SPV) projects across Punjab’s canal network. Modules will be mounted on structures erected on waterways, which will be supported on the foundations at canal banks to ensure that movement on the canal banks is not hindered. 

By virtue of being an agricultural economy, land in Punjab is valuable, owing to which PEDA says the government lays stress on utilizing the irrigation canal network to install solar panels. It already has 20 MW of canal-top solar projects operational in the state, supported by central financial assistance. It now seeks to expand the capacity by another 40 MW to make use of its large network of irrigation canals. 

PEDA will allocate CT-SPV projects for the requisite sites as identified by solar PV project developers. Installation and commissioning, along with connecting the project to the identified substation, will also be part of the job. Projects will be funded by the developers, while power generated will be purchased by Punjab State Power Corporation Ltd (PSPCL) under long-term PPAs at INR 3.00/kWh.

Interested companies will be expected to install the capacity on a build-own-operate (BOO) basis.
