Key Takeaways
  • Germany has opened a new 2.13 GW tender for ground-mounted solar PV projects

  • Projects on arable and grassland areas across the country are eligible to participate

  • The tender includes a maximum bid price of €0.059/kWh based on the average of the highest winning bids over the last 3 rounds

The Federal Network Agency (Bundesnetzagentur) of Germany has opened a new ground-mounted solar PV tender offering financial support for over 2.13 GW capacity under the country’s Renewable Energy Sources Act (EEG).

Germany’s total tender volume for ground-mounted projects in 2026 is set at 9.9 GW, divided equally across 3 auction rounds during the year. The volume can be adjusted under certain EEG provisions, but Bundesnetzagentur has not reduced the 2026 tender volume.

While this round is open to projects to be built on agricultural land, if the total installed capacity of ground-mounted solar plants on agricultural land commissioned since January 1, 2023, exceeds 80 GW, such facilities will not be accepted. As of March 31, 2026, the total registered installed capacity of such agrivoltaic projects in Germany was 17.7 GW.

Bids for projects on arable and grassland areas across Germany can be submitted for the tender.

Some changes proposed under Germany’s Solar Package I for solar tenders still need approval from the European Commission. If approval is not granted by June 30, 2026, the current rules from May 15, 2024, will remain in effect. This means the maximum bid size may remain at 20 MW instead of increasing to 50 MW, and existing support rates for certain special solar projects, such as agri-PV and peatland PV, may continue to apply, stated the agency.

The ceiling tariff for this round has been set at €0.059/kWh based on the average of the highest winning bids from the previous 3 auction rounds. These were determined to be €0.0626/kWh for the July 2025 auction, €0.053/kWh for the December 2025 auction, and €0.051/kWh for the March 2026 auction (see Germany Receives Over 5 GW Bids For 2.3 GW Solar Tender).

The last date to submit bids for this round is July 1, 2026. Details are available on the agency’s website.
