

SECI seeks to establish a PMU to work directly under the MNRE and support the National Mission on Cleantech Manufacturing
The PMU will provide technical and strategic support for cleantech manufacturing sectors such as solar, batteries, hydrogen, wind, and grid-scale storage
It will help develop indigenization plans, investment facilitation strategies, policy frameworks, and skilling approaches to reduce the country’s import dependence
Bids for the PMU proposal were opened on January 20, 2026, with the submission deadline set for March 16, 2026
The Solar Energy Corporation of India (SECI) has invited proposals for technically competent agencies to establish a Programme Management Unit (PMU) to support the National Mission on Cleantech Manufacturing.
A strategic initiative of the Government of India, the National Manufacturing Mission for the cleantech industry was announced in the Union Budget 2025 (see Union Budget 2025: India Reduces Tariffs on Imported Solar Cells and Modules).
SECI seeks to engage a PMU for the Ministry of New and Renewable Energy (MNRE) that can provide dedicated technical, strategic, and implementation support for the rollout of the mission. It will work under the ministry to support critical clean technology sectors, including solar PV, electric vehicle batteries, electrolyzers, wind turbines, grid-scale energy storage systems, and high-voltage transmission equipment.
These will help India enhance its industrial competitiveness and lower its dependence on imports, according to the government.
The PMU will recommend and develop indigenization pathways, enabling policy and regulatory frameworks, investment facilitation, innovation and skilling strategies, stakeholder engagement across central ministries, states, industry, and financial institutions for the implementation of the mission.
It will also carry out sectoral diagnostics, identify localization opportunities, support access to concessional/blended finance, and develop implementation-ready strategies aligned with Mission objectives. Part of its scope of work will also be to help design skilling frameworks and circular economy approaches.
SECI launched the call on January 20, 2026, and the last date to submit bids is March 16, 2026.
