

ITI Limited has issued a tender to set up automatic solar PV module manufacturing lines of 500 MW, 250 MW, or 100 MW capacity on a turnkey basis at its Naini plant in Prayagraj
The scope includes layout design, installation, training, trial runs, and a buyback value for the existing 18 MW Ecoprogetti module line
In a separate RFP, the company is seeking a business partner to establish and operate a 500 MW automatic module line under a PPP/developer-operator model
ITI Limited, operating under India’s Department of Telecommunications, has launched calls for the establishment of solar PV module manufacturing lines in Naini, Prayagraj, Uttar Pradesh.
It seeks automatic lines with 500 MW or 250 MW or 100 MW capacity to be set up on a turnkey basis. The price bid must explicitly include a buyback value for the existing 18 MW Ecoprogetti solar manufacturing line on-site.
Bids from qualified bidders will be evaluated separately as Part A (500 MW), Part B (250 MW), and Part C (100 MW) for this capacity to be installed with a warranty of 2 years.
The 250 MW line should be upgradable to a 500 MW line on a turnkey basis, while the 100 MW line should be upgradable to a 250 MW line. The scope of work also spans layout design and required training for operation and maintenance of the manufacturing line.
Bidders will be expected to conduct a trial run of the line and manufacture a minimum of 210 kW for a 500 MW line, 175 kW for 250 MW, and 105 kW for a 100 MW line with a panel power rating of 700 W. Throughput will be assessed during 2 operations – one each for glass-to-glass and glass-to-backsheet modules. Breakage of the solar cell must be less than 0.2% across the entire line.
They will also provide 3 sets of toolboxes along with the manufacturing line, along with a Golden Module of 680 W, along with a test lab certificate. All work should be completed within 10 months.
ITI also said in a stock exchange announcement that it had launched a similar tender in March 2025, but it could not be materialized due to high bid rates.
Separately, it has also issued a request for proposal (RFP) round for the selection of a suitable business partner to establish a 500 MW automatic solar PV module manufacturing line at the same location – Naini. The line is to be set up under a public-private partnership/developer-operator model.
The winner will also be responsible for the sale of modules manufactured on this line under the ITI brand name. Both the winner and ITI will jointly determine the selling price of the modules.
ITI will provide hangars/building of approximately 7,500 sq. m. at the Naini plant for the 500 MW line under a right-to-use for 4 years and 11 months. The bidder will be free to choose any solar PV manufacturing technology – mono, mono-PERC, bifacial, heterojunction (HJT), or any other PV technology.
ITI launched the calls on March 14, 2026, and will accept bids till April 4, 2026.
