Solar tenders keep rolling out of India as this week it is the Indian government’s technology arm Central Electronics Limited (CEL) that wants to outsource its 40 MW module manufacturing plant to domestic vendors. Another public sector enterprise, NHPC Limited is seeking bidders for 425 MW floating and ground mounted PV.

40 MW solar manufacturing plant of CEL

CEL has launched an expression of interest (EOI) to identify domestic vendors to outsource its automated solar PV module manufacturing plant on ‘as is where is basis’ with an annual capacity of 40 MW when operated in 3 shifts, under Make in India initiative.

It plans to outsource the plant for a total of maximum 3 years, including 2 years of initial period, extendable for another 1 year. Manufacturing, operation, maintenance, marketing and selling of the modules will be allowed within outsourcing terms and conditions. These will be finalized at a later stage once eligible companies are identified.

CEL operates the 40 MW capacity in New Delhi. The plant also has a storage facility for approximately 12 MW PV modules.

The tender was launched on April 12, 2023. Interested companies can express their interest latest by May 1, 2023 following which the CEL will launch a request for proposal round on May 6,2 023 and hold an auction for successful bidders. Final handing over of the plant is scheduled for May 31, 2023.

NHPC’s floating and ground mounted tenders

NHPC has issued 3 separate tenders for a cumulative 425 MW solar PV capacity to be set up across various regions in India.

It is inviting bids for a 300 MW floating solar power project to be set up at Rengali Reservoir at Odisha’s Angul district. The job description includes laying an associated 220 KV transmission line for connectivity at 400 KV grid substation as well as comprehensive operation and maintenance (O&M) for 5 years.

The 300 MW tender with tender ID 2023_NHPC_747374_1 was launched on April 5, 2023. It carries May 17, 2023 as the last date of bid submission online, and May 22, 2023 for offline submissions.  

It has launched a tender for 50 MW floating solar power project with associated transmission system for grid connectivity along with comprehensive O&M for 5 years. This capacity needs to come up at West Kallada District-Kollam in Kerala.

The 50 MW floating solar tender, having tender ID 2023_NHPC_748125_1 was also launched on April 5, 2023. Online submissions will be accepted till May 18, 2023 and offline by May 22, 2023.

NHPC has also solicited bids from interested EPC contractors for the development of 75 MW PV capacity anywhere in India, with ISTS connectivity. Power generated will be sold through the power exchange. Comprehensive O&M for 5 years is also part of the package.

Last date to submit online bids for the tender ID 2023_NHPC_748136_1 is May 12, 2023 and for offline it is May 23, 2023.
