- Kosovo has invited eligible bidders for a solar tender for a minimum 95 MW AC and maximum 105 MW AC capacity
- It will be built on public land in the cadastral zone of Kramovik and Petkovic in the Municipality of Rahovec
- PPA will be signed with market operator for 15 years and once liquid functional day-ahead market is set up, the PPA will turn into a CfD
The Ministry of Economy in Kosovo has launched a competitive auction process for a solar power plant with a minimum 90 MW AC and maximum 105 MW AC capacity to be built in the Municipality of Rahovec which is to be leased to the winner for a minimum period of 30 years.
Project location is specified as public land in the cadastral zone of Kramovik and Petkovic where the project needs to be completed and commissioned within 2 years from the date when project agreement is concluded.
The winner will be responsible for design, construction, operation and maintenance of the solar power plant for a guaranteed purchase price for electricity generated.
Power purchase agreement (PPA) will be signed between the winning bidder and the market operator for 15 years starting from the date of commissioning. The PPA will then be converted into a contract for difference (CfD) once the Energy Regulatory Office (ERO) confirms that a liquid functional day-ahead market has been set up in the country which will not impact the selected bidder negatively.
Launched on May 15, 2023, the tender is open for bid submission till August 15, 2023 while bids will be opened on August 18, 2023. Details will be available on the ministry’s website.
In September 2022, German development agency Germany Trade and Invest (GTAI) launched a tender for consultants to help with a 100 MW solar power plant in Kosovo on behalf of government owned Kosovo Energy Corporation (see Consultancy Tender For 100 MW Solar PV In Kosovo).
The tender is aligned with the country’s Energy Strategy for 2022-2031 under which it targets to install 1.6 GW total renewable energy capacity with solar PV and wind getting 600 MW share each (see Kosovo Targets To Install 1.6 GW RE By 2031).
